Why is Adobe Flash loading when clicking "Clear Recent History" and after closing Firefox when I have it disabled?

Are you clearing the cookies when you close Firefox?
If that is the case then try to exclude the cookies to see if that helps.

Why would Flash load when enable upon Cookie deletion?
Why does Flash load when it's disabled at all? It will load even when not deleting anything, just during normal internet activities.
