After properly closing the firefox, only in the last few months, Im seeing this problem of opening with previously closed windows when tried to open the browser again.

As you know, this is a serious error. This will reveal the websites surfed by the previous user.

Or even if the same user is browsing, it will showoff the previously browsed content in front of others, imagine a case, if the user needs privacy of the previously browsed content!

You can check if you have an user.js file in the Firefox profile folder that sets the browser.sessionstore.resume_session_once pref to true.
