For example, one tab has links to photos of Toronto, the next tab has links to photos of Vancouver. I click on a photo link (generally a thumbnail) in the Toronto tab. This opens in a new window. Then I click on a photo link in the Vancouver tab. The Vancouver photo opens in the same window as the Toronto photo - overwriting it. If I hit the back button in the new window it will go back to the Toronto photo.

I used to be able to do this.

Window 1 has: Tab 1 -- Tab 2 -- Tab 3

Window 2 - any photo link in Tab 1,2, or 3 will open in Window 2.

Hmm, it sounds as though there is something unusual about how those links are coded.

A link that automatically opens in a different window or tab may be coded with any of these:

(1) "new window" : link has attribute target="_blank" -- should never overwrite

(2) "named window" : link has attribute target="sometext" -- will re-use the "sometext" window or open a new window if there is no "sometext" window

(3) window.open() script method that specifies target #1

(4) window.open() script method that specifies target #2

Can you post a link to one of the pages? If not, you can use the "Inspector" feature to learn more about the links. Right-click the link and choose Inspect Element from the context menu to open the Inspector in the lower part of the tab. After a few moments, Firefox should show the HTML code of the link.

(You appear to have posted using Internet Explorer. IE also has a similar inspector if you prefer to use that.)

I would agree with Jefferson that in this case all the links specify the same target window. That is not unusual for a website that open larger images in a standalone window.

You would have to use a script or bookmarklet to modify the target attribute of the image links e.g. by parsing the town value in the URL and adding that value to the target attribute.
