When I download a file to my computer (sometimes), and then when I try to open it, it says restricted, and that I must get permission from administrator. The files I download are free, non restricted files. I have to change the name when I save it, in order for it to open.

That means an "administrator" for your PC - permissions of an Administrator Account on your PC. Usually all that is needed is to type in the Admin Username and Password and hit OK.

If you are using a company owned or supplied PC, there may be restrictions set to limit the "damage" a user can do to their property by running certain file types or installing "dangerous" programs.

If that is your own PC, you might need to have "someone" tweak some settings; or you can just provide the Admin Username and Password when asked.

Where did you download the file to? Which directory / folder? Your own User Account "user" Downloads folder? Or a "root" folder, like C:/?

Or that issue might be with your installed Security Suite, and it's permission settings.
