The steps to open the build in Saved Logins manager are cumbersome:

Click the menu button and choose Options.
Click the Privacy & Security panel.
Click Saved Logins… under Forms & Passwords. The Password Manager will open.

I'd like to create a shortcut on my Toolbar to open this Password Manager dialogue immediately. Can this be done?

That will get you into Options > Privacy & Security.

I am not aware of a way to go directly into Saved Logins.

There used to be an add-on that did that, but it's not compatible with v57.

Yes I used to use it daily! Author says replacement is not possible due to lack of an API currently
