That is how history works. A download is an history item that has a special annotation. Keep in mind that download items expire automatically in 60 days if you consider them valuable.

There is a way to copy downloads as "<a href=>title</a>" type bookmark items to the clipboard (flavor:text/html). Create a copy of the Downloads folder in the left pane of the History Manager (Library) via the right-click context menu. When you paste this folder in a Bookmarks folder then it behaves the same as the original Downloads folder. You need to do an additional Delete/Undo (Ctrl+Z) action or close and restart Firefox to activate the smart folder and give it its special icon. Best is to paste this folder in a location that allows access in the bookmarks sidebar to get 'copy' control for individual items. In the sidebar you can select individual download items in the usual way (Shift/Ctrl) and copy selected items to the clipboard via the right-click context menu. You can paste these items to a bookmarks folder.

Hi, can you please check this out. Put the Menu Bar back up on top either from the bottom of the Customize Page (Tool Bars) or mouse to top of Browser and Right Click and Check Menu Bar. Go to History and see if they are still hooked together this way by attempting to delete your History with Clicking Clear all History and also Show All History and click 1 and then use keyboard Ctrl + A then Right Click and Delete. . Let us know please.

If I do that and it doesn't work my download history will be lost, right?

I did it for "This Month" and it seemed to work... way too much to remember when before we could just clear our browsing history from Options. Is there any way to restore the simplicity of that process???
