I'm trying to sync from Windows XP to Windows 8.1. When I sign in on XP I get a completely blank page and a few buttons. When I click on 'Reconnect to sync' I get the message "Blocked by Content Security Policy. This page has a content security policy that prevents it from being loaded in this way. Firefox prevented this page from loading in this way because the page has a content security policy that disallows it". What other way is acceptable?

Uh-oh, I wonder whether the Sync site/service no longer supports Firefox 52 (the last version for XP). It's certainly possible considering that Firefox 52 reached its "end of life" around October 2018.

You still could copy data from one computer to the other the old fashioned way, using some kind of intermediate storage (USB drive, OneDrive/GoogleDrive, etc.).

This article describes what the valuable data files are: Recovering important data from an old profile.

Depending on how long you have been using Firefox on your Windows 8.1 system, you might not want to replace files there, so we could suggest how to extract particular data of interest if you describe what you need in more detail.

Are both version the latest Firefox since we have no info as to what versions they are.

Firefox 52.9.0 ESR was the last to support WinXP/Vista. Pretty common knowledge. https://support.mozilla.org/en-US/kb/end-support-windows-xp-and-vista

jscher2000 is absolutely right in all he said. I ended up connecting my two computers via wifi and dragging the XP files across to the 8.1 system.

There is a fault with your support system, in that when I click the green button that says "Mark it as solved", all I get back is a white screen.
