was resolved by running a norton 360 scan. evidently not being allowed to access mozilla, I guess by Norton. Just ran a scan, did not change any firewall settings. Weird. But then again, I'm not a computer geek. Just a geek.

Is that windows safe mode?

If safe mode for the operating system fixes the issue, there's other software in your computer that's causing problems. Possibilities include but not limited to: AV scanning, virus/malware, background downloads such as program updates.
