That's what the page up and page down buttons are for.

You can set mouse scrolling as a global adjustment, in the OS's mouse settings, but that will affect all applications. And I don't think a mouse has any concept of a "page", so all you could do is set the number of lines.

There are a great many settings in Thunderbird that mention scrolling. The most likely candidate (IMHO) is: mousewheel.min_line_scroll_amount

I open a page to read and then without my touching my mouse it scrolls back to the top constantly
