How do i get rid of the individual email sub toolbar and add the buttons to the main toolbar

Not sure in what version this changed but a small toolbar was added to the right inside the email itself. I want to get rid of it and add the buttons to the main toolbar. When i customize the main toolbar i do not have delete/forward/reply/junk buttons. Again this is the toolbar after you open an email, NOT the main app toolbar (see pic)

Adding the buttons to the toolbar are not an issue. I did that when the mail toolbar was introduced, what about version 3

I then hid most of the message pane devoted to buttons and messages with an addon. Now I don't have the addon, so I just ignore that message pane buttons and use the ones I am familiar with.
