Do you want to replace an existing installed version, or is this a new install?

I'm not sure what site you are using for your download, but there is a link in this support article as well: Install an older version of Firefox ("I still want to downgrade" section).

The latest Firefox 17 ESR (Extended Support Release)' for Windows is available here:
http://ftp.mozilla.org/pub/mozilla.org/firefox/releases/17.0.6esr/win32/en-US/

If you will be installing that version on a PC which already has a different version of Firefox installed, you will need to create a new Profile fir the ESR version. Let us know and we'll tell you how to create a new Profile.
