Real simple. Firefox is up and running. Firefox opens every site I pick except https://www.sba.gov/

So again clear and concise what error message is displayed when you can not get to open. Does not mean I can't So have no idea of the error message you get. You did not expand and make clear what you see. It does not open does not help us help you.
