When will Firefox 45 be available for Beta?
The firefox beta channel still only has https://www.mozilla.org/en-US/firefox/channel/ version 44.0b9

Firefox 45.0b1 is listed on the https://www.mozilla.org/en-US/firefox/channel/ page you linked.
The first of the 45.0 Beta builds was scheduled for Wednesday as per this calendar however it was a day late.
Also note the first two or three Beta builds of a version can sometimes have issues until fixed. There can be say six to twelve Beta builds for a version on Beta channel.

otherwise from : https://ftp.mozilla.org/pub/firefox/releases/45.0b1/win32/
