how can I lock the downloads to the desktop via the .cfg file

I found a similar request on your forums, however, It dose not provide a suitable answer. Is there anyone out here that can help with the coding for the .cfg file to lock the user settings? The prior response had the requester going into options and selecting the download location and/or as with my scripting a folder gets created in the C drive but the downloads do not appear on the desktop, but in the folder.
