How do you specify Firefox 'open file' location?

We have the latest Firefox running on our terminal servers on Microsoft Server2012. Each users session has been restricted from accessing any local resources on the server including the c:\ users folder. When opening a file associated with an application I notice Firefox sends the file to the local server drive and the users cannot open the file I have already set the download location to another folder but this gets bypassed by the open with option. Is there any way to force the tmp downlead to another location such as a mapped drive?

I think that Firefox uses the TMP and TEMP environment variables to get the location of the OS temp folder that is used to store files used for 'open with' and otherwise for downloading files.
