How to completely disable autoplay?

I have set the autoplay block audio and video setting in site permissions, but videos are still loading up and moving, albeit silently. This is not much better. Still annoying and wasting bandwidth. How do I fully disable these videos from automatically doing anything at all?

So that I can replicate what you are seeing there, do you have a link to a video where this is happening?

Okay, here's an example.

https://www.livescience.com/mars-rover-perseverance-back-to-work...

Just have to scroll down as far as "RECOMMENDED VIDEOS FOR YOU...", and unwanted activity begins, with the image stuttering for no good reason. Scroll down a bit more, and a mini player pops out. If I click to close, not play, the video popup, the video more fully activates, albeit silently. Despite being quiet, it's still not acceptable, it shouldn't activate at all. Close is not play!
