Thunderbird not allowing reply message at top option

I just changed my Thunderbird to accommodate Microsoft Exchange (and had to enable the Owl add-on to do so). Now there is NO option available to set reply text at the top of a reply message. Replies are automatically set at the bottom after the first message in the string by default (which makes no sense and shouldn't have been the default). The option which used to be available in the Composition page of the Settings page is not there. How do I set reply text to appear at the top of a message as a standard??

Thanks you sorted my problem with the Exchange/Owl account I had just added. The option is set per account under Account Settings and not globally in the Tools/Settings where I was looking for it. Thanks - problem sorted.
