Norton toolbar 2013.2.2.7 shown as incompatible with Firefox 18.0.2
Firefox auto updated to 18.0.2 after which the Norton toolbar version 2013.2.2.3 is shown as incompatible and disabled in Tools/Add-ons.

After posting the problem above, I tried running Norton Live Update with Firefox closed and that solved the problem. Norton toolbar is now enabled and working.

This is an endless battle between Firefox & Norton Symantec with just about every update Firefox comes out with. As someone wrote "The norton toolbar doesn't actually do anything to protect your computer, you can use Firefox without it and Norton is still running on your machine."
Having used Norton/Symantec since its origin...it is not about Norton Protecting Our Computer, which we already know Norton does protect...it is the Use of Having the Toolbar being visible to access Identity Safe & having Safe Web features being displayed.
Yes....We Know we Can use Firefox without Norton, but it is not Safe when Browsing or doing a Search i.e. using Google and being notified of Potential Unsafe Web Sites, With Pre-Warning of Computer Threats, Identity Threats, Annoyance Factors, Ecommerce Safety Threats, or Security Information Not Available.
And the Norton Toolbar works for I.E., Chrome, and sometimes Firefox....I personally use all 3 browsers, as they all have issues from time to time, as I am a Researcher, online 8-16 hours a day, and do not like having to stop working, so I switch to another browser. And I have over 100 different usernames and passwords for the sites I visit, and with Auto_Fill enabled, I do not have to remember each and every different site username & password or open another file just to view what it is.
Having the Toolbar is indispensable for myself and the work I do. I do not allow Browser's to remember Usernames & Passwords. And I like to be forewarned before entering a site if possible and protected.

I too closed Firefox, and ran Norton Live-Update several times receiving updates after updating Firefox to v20.0.1
Still Norton Toolbar 2013.3.1.3 is disabled and
Chrome v26.0.1410.64 and I.E. v10.0.9200.16540 both allow the Norton Toolbar to function, and have Norton Toolbar 2013.2.0.18 extension/addon
so how can I.E. & Chrome get it right and not Firefox...I know again Firefox blames Norton...then never ending story....makes me wonder if MAC users have this same issue.

So maybe after I reboot I shall see if Firefox allows the Norton Toolbar add-on to be enabled. If not, one less Firefox User which I am sure does not matter.

You can't download Norton Toolbar independently either you can update your Norton product! Here's a KB article which will help you to fix this issue - https://support.norton.com/sp/en/us/home/current/solutions/v58055475_EndUserProfile_en_us
