Why does the Command+N option disappear if I only have a source code window open?

I right-clicked, opened the source code option for a page I was looking at. No other pages were open any longer. I pressed Command+N to get a new window == nothing happened. I looked for a New Window in the File menu. Not there. I typed in New Window in the help bar, and a 'slightly' related web article comes up.

I had to save the source code window as an htm page, close it, then the new window option comes up. Why?

Page Source isn't a full browser window, i doesn't have an option to open a new window or a new tab.
