Cannot create or delete accounts, nor download messages

For no reason I can discern, TBird stopped receiving or sending messages. I even went back from my Beta version to install 38.4.0. I also found that I cannot delete or add accounts. The Account Actions in Account Settings page shows Delete Account, asks me to confirm choice, appears ok, but does not actually delete account. Trying to add an account using File>New>Existing Email Account goes through process of verifying account and password, but the new account is not created. I am on Windows 8.1, and have been using Mozilla TBird for several years. Please let me know what additional info I can provide that might help.

Finally done, I hope. The link above to "Transferring data to a new profile" from christ1 (Thanx!) was what I needed to muddle thru the rest. Only real problem that had me stumped for a while were the Address Book files: abook.mab, abook-1.mab, and abook-2.mab. I could not get the address book export function to work at all. Just generated blank files. After trying lots of things, I just added two additional address books to my new default address book, which generated additional book files. I could then directly move the old address book files over to replace the generated ones and rename the address books (NOT the files) to what I'd used previously. Maybe this will help someone in the future.

Well, I've made some painful progress, in that I renamed my user profile and completely reinstalled TBird, with new profile, and set up all email accounts again. I'm assuming that my old profile got corrupted somehow. Now I need to figure out which old profile files and folders I can safely bring back to replace the new ones created. I'm trying to find a listing of what each of the profile entries does to help with this trial and error process. I could still use help if anyone has info that I could use at this point. I need to bring back all of my old Personal Folders because I have several years of important data there. Thanx for any help or suggestions at this point that anyone can provide.
