I click the "Add Exception" box, the Add Security Exception frame pops up, Permanently store this exception is checked, and I click on permanently store this exception. The exception is not stored.

Actually, now I'm very confused because Firefox now is permitting me to access the site. I would have to say this issue is closed. Thank you all for your suggestions. I will upgrade to 45.0

Why do you want to create an exception in the first place? https://support.mozilla.org/en-US/kb/connection-untrusted-error-message

Because one of the sites is my health insurance provider. Perhaps there is an issue with the way they have created their certificate but I know that this is a trusted business. Without the ability to create an exception in Firefox I have to use Windows Internet Explorer.

After you update Firefox, also ensure all security related software is fully updated.
