enable java script always defaults disabled

I cannot get the Javascript enable to default enabled. about:config javascript enable always reopens as false. I assume this is probably a simple fix but its not obvious to me. Explore and Chrome do not have this issue.

Usually if you change the value of that preference in about:config, it is recorded to a file named prefs.js and persists indefinitely. Could you review the following article for reasons that sometimes fails or get overridden:
