Disabled extensions still working

In an effort to find out what's slowing down my Firefox and causing it to use huge amounts of memory, I've disabled most extensions. They show up as disabled on the extensions page, but I'm still finding them in the menus and they're still working.

Is this a known issue? Any suggestions what to do about it other than uninstalling the extensions?

Did you restart Firefox after disabling them? Some Legacy extensions remain enabled until the next restart.

Yes, I restarted FF, but no difference.
