How send messages so arrive formatted in mobile phone
We have a newsletter. We send it to subscribers via Thunderbird. When the messages arrive on a laptop they are formatted, when they arrive on a mobile device they are not formatted.

If that is happening, then the phone or its user is deciding to ignore the formatting. I rather think there is little you can do about it.
Making fancy mark-up work on all platforms is hard work. Many web sites offer customised versions specifically for tablet and phone ("mobile") users.
My own experience is limited to building a fancy signature block that survives being shown on a phone. The default design circulated here at work was effectively of a fixed width, rather wider than a phone screen, and so behaved very badly. I have managed to make it re-wrap and fold so it behaves in a slightly more elegant manner.

What does a "guy on the street" do about it. Also what does one do when writing an e-mail to keep it in the preformat or body text, without it jumping to the paragraph option?
