I'm trying to disable the autoplay of videos on Firefox 62.0.3 (64-bit). I'm running Windows 10.

All the instructions in Support mention a disable autoplay in Options > Privacy and Security > Permissions, but my version does not have it.

What is my recourse? Several sites autoplay video when I'm using my phone as a mobile hotspot - which costs me precious data.

Block autoplay is a feature that will be present in Firefox 63.

In Firefox you would need an extension.
