You used to be able to reorganize tabs and other items by doing a "long press" then a "drag". You can't do that anymore.

Also "collections" cannot be reordered. The newest one is always at the top of the list.

Items within collections cannot be reordered. Whatever is added is appended to the bottom.

When you open a link from a collection, or a series of links, or if you move between tabs a lot, the new tabs that get opened are seemingly in random places. It would be much better if they all opened at the "top" of the tab list, or at least grouped together somehow.

People who heavily rely on tabs to keep track of things really have no hope in the new Android layout. Basic tools to manage and maintain organization are missing. It's pretty bad if you need to have a lot of tabs open, and you have no way to group, reorder, or prioritize them.
