The eye icon is universally recognized as icon to show a password. Where possible, the Firefox developers like to use symbols instead of text buttons. This is because Firefox is used around the world by people who speak a variety of languages. Using text buttons requires it to be translated into all of the languages that Firefox is designed to support.

The button is to show the password in plain text so that you can see what you've typed.
