So the deal is I reinstall my parents windows 10 . The sync on Firefox was on , but they forgot the password after resting the password i lost all my data. The Question is i got access to old Firefox folder and i can see there folder Bookmarksbackup can i restore my bookmarks somehow with this file ?

If you have a recent-ish file -- the file names in the bookmarkbackups folder contain the creation date -- then you can apply it using the "Restore" feature. If Firefox doesn't list the files (likely, when they are in a backup), select Choose File... and point Firefox to the one you want to restore. See:

If Firefox doesn't list the files (likely, when they are in a backup), select Choose File... and point Firefox to the one you want to restore. See:
