My wife would like to open the current page in a new tab by selecting "New Tab" from the File menu. I am unable to figure out how to do this. She says IE on her machine at work does this by default.

You can middle-click or Ctrl left-click the Reload button on the Navigation toolbar to open the current page in a new tab.
