I get the following error when I click on a link to open a website: "General failure. The URL was: specific URL is listed " Application not found. what's wrong?

I get the same error message no matter where the URL link exists...in an email, blog, online article.. I can't click on it and have it open automatically like it used to. I can copy/paste into Firefox or IE and it opens fine
