When I click on the "File" menu, there is no "Import" option to select. I have already imported my Opera bookmarks via a .HTML file. I want to import other data, such as cookies, and passwords.

You can find the Import menu entry in the Bookmarks Manager (Library)

  • Bookmarks > Show All Bookmarks > Import & Backup > Import Data from Another Browser

I have already imported bookmarks manually via a >HTML file. I also want to import saved passwords from Opera. Is this possible?

No, I don't think so. Passwords are usually stored encrypted and Firefox can't import the passwords in such cases. For Google Chrome there may be a solution in future Firefox versions, but I not aware of any such plans for Opera as that browser is much less used.
