I cannot "click" on anything at the top of any page. When I go a little lower, than I can. This stops me from using many web sites. How can I clear this up?

I cannot "click" anything at the top of web sites. The arrow remains. When I scroll down, then the hand can be seen and I can click. But this problem prevents me from accessing information. Any help available?
