Over my inbox appears a white box with VIEW and ARRANGE BY options and I cannot get it to go away. How can I make it disappear?

This is the text that appears in the white box. There is a checkbox infront of the VIEW heading but clicking it does NOT cause any changes. Neither does ESC or ENTER.

I think that's normal for the new Outlook.com style that Hotmail users now get (see attached screenshot).
You can apply custom style rules to modify web pages. One way to do this is using the Stylish extension. I've attached a couple of sample rules if you're interested in seeing what you might do. However, creating the best rule for you really depends on what you want.
Example #1: Remove the two drop-downs by leave the checkbox. Style rule:
@namespace url(http://www.w3.org/1999/xhtml); @-moz-document domain("mail.live.com") { #msgListMainContainer li#sortMenu, #msgListMainContainer li.FilterSelector { display:none !important; } }
Example #2: Remove the entire bar of controls and move the message up. Style rule:
