Why does Firefox keep ignoring my Flash settings?

For "Storage" I prefer my default setting to be: "Block all sites from storing information on this computer."

For "Camera and Playback" I prefer my default setting to be: "Block all sites from using the camera and microphone."

For "Playback" I prefer my default setting to be: "Block all sites from using peer-assisted networking."

This is how my Flash Player prefs are set, then I start Firefox and the above settings all switch. I have to manually reset them back to my preferences where they DO remain ... until I close Firefox ... ... then they switch away from my prefs AGAIN.

This feels broken.

How are you setting those preferences? Are you using Adobe's online widgets:

Note that clearing "Site Preferences" clears exceptions for cookies, images, pop-up windows, and software installation and exception for password and other website specific data.
