The quick and dirty answer is just use plain text. It doesn't carry any size instructions. Both you and your correspondents will see the text at your usual working size.

However, since you ask the question, I can assume you use HTML, not plain text.

When using HTML, you have two groups of settings to consider; the fonts you embed into your messages, and the display sizes used to display your messages.

For the embedded part, I'd strongly recommend you set them to the default.

Tools|Options|Composition|General

Set the size to "medium". I'd also recommend you set the font to "variable width" and don't choose any specific face.

For the display font,

Tools|Options|Display|Formatting→Advanced

You'll need to select, in the top box labelled "fonts for", each font/language that you think you'll need, and for each one set the sizes. These are in pixels, not points, and the values that are useful to you will depend on your display. I use 14 for the working size and 12 for the minimum, but I am using a modestly specified laptop with a comparatively small screen and average dpi. Some trial and error is called for here.

I should point out that the "Other writing systems" font is particularly useful because it covers the universal Unicode encoding.

Sending your messages using the "medium" setting in composition means they should be shown at the recipient's default size, that is, one that suits them. The display setting allows you to set it to be shown to you at a size that you find comfortable.
