failure to load css doesn't timeout
getting an intermittent issue with firefox 59
when loading a web page firefox partially loads the page then sits with the page loading spinner in the tab (upto several hours)
using the developer tools i've tracked it down to being caused by an attempt to access a css file, but it has failed to respond, however the request doesn't time out or retry, as this issue relates to communication failure only happens infrequently and is hard to duplicate
reloading (F5) just reloads the partial page, however a forced reload (Ctrl+F5) will force the re-connection attempt and if the css responds, works correctly else follows the original behavior
observed the behavior on several sites and several css files. though the issue only occurs on files that are css
managed to duplicate the underlying problem in other browsers but the handling is as expected request is timed out and the page is loaded without css applied

HI, email the websites and let them know their pages have issues and supply the errors .
W3C.org (World Wide Web Consortium) in charge of standards and practices and future development of web pages and web browsers make the rules on code. Mozilla Firefox follows these rules. W3C.org Who make the rules for web code. HTML https://validator.w3.org/ CSS https://jigsaw.w3.org/css-validator/
Also update to current version of 60.0.2 or do this as may fix the issue : uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 60.0.2 with a Full Version Installer

Note that the developer toolbox has a setting (checkbox) to disable the HTTP cache when the toolbox is open. You always need to do a hard refresh when files aren't loading properly or if there are corrupted files in the cache. If this happens very often then your security software might be interfering.
Boot the computer in Windows Safe mode with network support to see if that has effect in case security software is causing problems.
