Cannot create new folders or other items in same drop-down menu in "Organize Bookmarks."

Cannot create new bookmark folders. "Create new folder" and all other items in relevant drop-down menu in Organize Bookmarks are grayed out.

I have the exact same problem. Haven't found the solution. 7/21/10
