How to stop security from preventing download?
"Firefox Setup Stub 38.0.1.exe couldn't be downloaded." I will not be able to download the 'Automatic' troubleshooter as my computer at this time is not allowing me to download anything.

Some security software still have issues with the stub installer even though it has existed since Firefox 18.0.
Try the full setup instead which can be found at the Systems & Languages link in green box on mozilla.org

Your solution did not contain enough detail. I could not find anything to click on once in 'Systems and Languages'. English just gave me another download arrow but no options to do a manual setup. Was I supposed to click on 'System Requirements' to find what I needed?

I gave you the link to the full setup. You click on the Download link beside the language you want for the OS you have.

I clicked on the link, I clicked on the download arrow for English and Windows and got the same situation---my system not allowing me to do anything. It took me back to the same download box with the question of run or save. I clicked on run and the box responded with the same "Firefox Setup Stub 38.0.1.exe couldn't be downloaded." I never saw an opportunity to do a 'full setup'. I never can get past the download dialog box and the 'run or save' question.
Thank you--it is just frustrating because I run into this problem all the time. I do not have this issue with my other computer. I have checked my Security settings and I have yet to find anything checked concerning the prevention of downloads.
Please, please help me---a million times Thank you if you can.
There are links to all version on the page for all operating systems and languages.
You can scroll down to the language version that you want and right-click the link for your OS and use "Save Link As" in the right-click context menu to save the file to the desktop.
