I've turned off all junk mail controls and deleted all junk mail rules yet Thunderbird is still calling emails I have signed up for 'Junk'.
I just want ALL emails to go to my Inbox. I repeatedly 'Mark as Not Junk' the emails I want to receive but they keep getting filtered out. I have unchecked everything I can find in Settings related to Junk but Tbird insists on filtering out random emails.

In Webmail account... Check under 'Settings' > 'Filters & Blocked Senders'
You will find sections to do with :
- Filters
- Blocked Senders
- Safe Senders : This prevents senders you know from being blocked
- Spam :Choose how you want your email account to handle spam:
- Deliver the email to inbox.
- Prefix the email subject with the text "SPAM:" and deliver to inbox.
- Place the email in the Spam folder.
- Delete the email.

Your mail provider is? and the account type is?
Time Warner and IMAP.
and have you opted out of time warners junk/spam filtering?
I just went back and reviewed Spectrum/Time Warners setup instructions for IMAP on Thunderbird and there is absolutely no mention of any filtering other than what is set up in Thunderbird. Am I missing something????
https://www.spectrum.net/support/internet/email-security/ Spectrum email has a built-in spam filtering system. All emails flagged and moved to the spam folder will be automatically reported to help refine our filtering system. Messages are permanently deleted from the Spam folder after 14 days and after three days in the Trash folder.
Spectrum helps block spam by using anti-spam filters. These special devices utilize optical character recognition (OCR) to filter out messages that contain key words, phrases, and images commonly found in spam. We block approximately 150 million spam messages per day from reaching our customers.
In addition to using anti-spam filters, Spectrum offers comprehensive Security Suite software with built-in spam control.
