With FF4, 50% of web pages appear normal size on the monitor. Then 50% appear so tiny I cannot read them and in the center of the screen, or so large the printing overlaps. If I use + on the small web page it does not appear proportional.

The Firefox Page Zoom feature does a domain by domain level of saving the users preferred zoom level settings, there is no default Page Zoom level setting in Firefox.

Try the Default FullZoom Level extension:
