I have the "add-on" and "extension manager" add-ons installed. The extension manager will not display any extensions I use and the add-on manager indicates it is loading the page but will not load. I have tried all the trouble shooting suggestions but none will correct the problem. How can I correct this problem so I can manage my add-ons

try to delete/rename the following files if present in your profile folder - they store information about your extensions & might have gotten corrupted: extensions.ini, extensions.cache, extensions.rdf, extensions.sqlite & extensions.sqlite-journal (they will be regenerated the next time you launch firefox).

Create a new profile as a test to check if your current profile is causing the problems.

See "Basic Troubleshooting: Make a new profile":

There may be extensions and plugins installed by default in a new profile, so check that in "Tools > Add-ons > Extensions & Plugins" in case there are still problems.

If that new profile works then you can transfer some files from the old profile to that new profile, but be careful not to copy corrupted files.

"... and the add-on manager indicates it is loading the page but will not load."

Hit the Extensions menu item on the left-side, underneath Get Add-ons.

I was not detailed enough when I phrased my problem. When I select extensions the page remains blank, when I select addons the rotating arrow appears with the word loading but the addons will not load either. Thank you for your suggestion.

Follow cor-el's posting. There's a couple of extensions that can cause the Extensions window not to load.

The Problem is present when all the extensions are disabled. Problem occurs in safe-mode. I will create a new profile ASAP

Try to delete the files extensions.* (e.g. extensions.sqlite, extensions.ini, extensions.cache) and compatibility.ini in the Firefox profile folder to reset the extensions registry.

New files will be created when required.

See "Corrupt extension files":

If you see disabled, not compatible, extensions in "Tools > Add-ons > Extensions" then click the Tools button at the left side of the Search Bar (or click the "Find Updates" button in older Firefox versions) to check if there is a compatibility update available.
