Holding ctrl when clicking a link doesn't open it in a new tab; does nothing

When I try to open a link in a new tab by holding down ctrl while clicking, it does nothing. Doesn't open at all. Have tried restarting in safe mode with add-ons disabled and had no joy. Also getting no menu when using right click, also tried in safe mode, also nothing.

Should add that holding ctrl works from the bookmarks toolbar, just not in webpages themselves
