I deleted thousands of emails from my Gmail All Mail folder last night due to space restrictions; today they are all back. How can I permanently delete them?

I am almost at the max of my Gmail storage - so I went to the All Mail folder and deleted several thousand emails last night. I then emptied my Trash folder. This morning when I logged in, I'm getting the running out of storage message again, and when I open the All Mail folder, I go to the oldest emails, and the ones I deleted yesterday are back. How can I delete these permanently? What is the right process to follow? Thank you for your help.
