With Firefox being open source software, there is nothing stopping a group of people creating a browser using the open source code that will run on a Windows 10 mobile platform.

At the present time, the relatively small user base that the Windows 10 mobile user group has possibly does not support a more official effort. That said, these things are kept under review and this could be revisited at a later date.
