With Firefox 60, the new tab window has reverted to using the small previews instead of the larger ones, seemingly ignoring browser.newtabpage.activity-stream.enabled being set to false.

It turns out the devs simply removed this feature, choosing to force the less functional new 'new tab' page on everyone regardless of whether they wanted it or not.

As commented elsewhere here, the only workaround now is via an add-on, such as: https://addons.mozilla.org/en-US/firefox/addon/new-tab-tools/

I used a custom userChrome.css so I am not seeing what your seeing on the default FF install Browser.
