Why parent element not scrolling, when i push anchor link in child, non scrollable element?

I have next problem: on website placed parent scrollable element. Inside him located nonscrollable iframe with document. Iframe height more then page height. In this document located link <a href="#foo">Click</a> and anchor <a id="foo" name="foo">foo</a>. When i push "Click" in all other browsers, page are scroll to anchor "foo", but when i do this in firefox, nothing happens. I don't understand how to fix it (can't make iframe scrollable).
