Upgraded 68 -> 78, IMAP using STARTLS no longer works

Upgraded to Thunderbird 78.3.1 on Fedora 32 and 78.x.x (not sure of specific subversion, will update later) on Windows 10 and now my email accounts no longer work.

On get messages, the info bar just stays at "checking mail server capabilities".

On re-installation of 68 on Windows, the account works fine.

I've attached a screenshot of a wireshark packet capture and there seems to be something odd going on during the TLS negotiation as the encoding is all over the place.

Account details: IMAP and SMTP using STARTLS and "normal password" as authentication method.
