The Primary Password is only used locally to encrypt the logins stored in logins.json in the Firefox profile folder and is never part of Sync. Sync uses its own sync key derived from the password of the Sync account to encrypt your data before it is uploaded. You need to set the PP on each device where you want to use this feature. Note that you can use a different PP on each device.
