Firefox crashes when importing Firefox bookmarks

I have 2 Windows 10 computers. I exported Firefox bookmarks (as an HTML file) from one computer and imported it into the other. The process appears to work however when I go to check by selecting "Bookmarks\Bookmarks Manager" Firefox hangs. Killing and restarting Firefox indicates the import never happened. Nothing in the Firefox crash reporter. The issue is repeatable. I am running v109.0.1 (64 bit) on both computers.

to add to my first post, it also fails when I try to import the bookmarks html file into Firefox my Windows 7 computer.

Of note, the same bookmark html file imports correctly into Chrome
