Why wont Firefox save my password exemptions?

Firefox asks if I want the password remembered every time I log into Yahoo mail . I always click on "Never for this Site". The exemption is saved in the exemptions list but cleared when Firefox closes. I go through the same process everytime I open Firefox and check my Yahoo Mail.

Passwords is unchecked in "Options, Privacy, Settings for Clearing History"?

Do not use Delete browsing, search and download history on Firefox to clear the "Cookies" and the "Site Preferences"

Clearing "Site Preferences" clears all cookies, images, pop-up windows, software installation, and password exceptions.
